As individuals, all the departments are required to play a positive role towards
the environment at which they work. In particular, the departments can lead an orientation
to have their personnel reactive to the environment-related matters. For instance,
such personnel may add to the effectiveness of rational use of power, garbage recycling
or improvement of the healthy ambience of work. All these issues and the like can
greatly contribute to the preservation of the environment if the personnel of each
department are well-oriented.
On the other hand, there is a moral commitment on the departments and establishments
towards the community in which they work. No matter whether these institutions are
commercial or non-profit or governmental bodies. These institutions owe the individuals
whole community because these individuals are one of the main raisons d’etre of
these establishments and their development and successes. Therefore, it is a must
that they are to participate in the societal development in the form they find suitable
as far as their convictions and the priorities. Such responsibility, including its
form and volume, is defined after the management and personnel of a given establishment
determine the nature of the participation. The same is different from an establishment
to another.
Some establishments can give donations to the charities, or support
the educational process and schools. Some may concentrate on combating the spread
of unemployment, for instance. The Dubai Land Department has started, some years
back, the community service. It has commenced this through attention to family.
It has concentrated on orientation of its personnel on the family issues, conjugal
relationships and educational matters. It has held training courses to upgrade the
awareness of the personnel to deal with themselves and with their families members.
These courses are free of charge. All can join. In deed, these courses have been
remarkably welcomed and attended. It seems that there is a void for that. The Department
has bridged a big gap in favour of the community. The community service is expected
to have more muscle in that a specialized administrative unit has been formed so
as to help in development of the community.
Tasks of Community Service

To co-ordinate with the institutions concerned with the community service, including
the agencies, individuals, groups, societies, public or private bodies, and the
temporary or permanent programmes working in the field of the community support
in order to reach specific goals.

To study the resources of the community service inside and outside the Department.
This covers the financial, human, service or informational aspects.

To supervise the activities related to the community service inside or outside the
Department.

To represent the Department at the events related to the community service.

To apply the standards of health and safety at the Department through the internal
work or in co-ordination with the concerned parties from outside the Department.

To apply the standards of preservation of the internal and external environment
at the Department through the internal work or in co-ordination with the concerned
parties from outside the Department.
