The Land Department was established in 1960 by an order from HH Sheikh Rashid bin Saeed Al Maktoum, the late ruler of Dubai, in order to safeguard the property rights of the city during the building of the United Arab Emirates and while building the foundations for the Union. Before its establishment, issues related to the property were resolved through reconciliation councils.

With the establishment of the Land Department, the subsequent growth of one of the most important real estate hubs in the Middle East and the world emerged, giving birth to the brilliant boom of the sector.

Falling under the umbrella of the Dubai Executive Council, headed by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, the Land Department continued to strive to provide a comprehensive range of real estate services, most notably responsibility of overlooking sales transactions, regulations and registration of all transactions. The Land Department offered exceptional services with the efforts of a qualified national workforce, working hard to provide the best services and facilities for clients. This work ethic is based on a corporate culture of productivity and competitiveness, which draw from the UAE Vision 2021.

The Land Department seeks to become a beacon for real estate in the region and the world, with developments that will elevate the sector with aid from active departments that include Real Estate Regulation, the regulatory arm, Real Estate Investment Management & Promotion Center, the investment arm, Rental Dispute Settlement Center, the Judicial arm, Dubai Real Estate Institute, the educational arm.

The Land Department provides more than 164 outstanding service to all its customers, to go beyond just providing registration and titling, but rather to provide a fully integrated experience for customers. The department is also active in the development of the necessary legislation to propel the real estate sector in Dubai, along with organising and promoting real estate investment, as well as the distribution of knowledge in real estate.

Land Department topped the ranking in the following indexes and reports:

  • The first in the region in real estate transparency index for 2012
  • The second in the Middle East at the speed of real estate registration, according to Doing Business Index for 2012
  • The twelfth worldwide at the speed of real estate registration, according to Doing Business Index for 2012
  • Fourth in the World and First in the Arab World for property registration by World Bank’s 2013 Doing Business Index

The Land Department has picked up many accolades, notably the ‘Dubai Award for Excellence in Government Performance’ under the category of ‘The Best Government Department’, and first place in ‘Customers Satisfaction’ for four consecutive years, along with ‘Employee Satisfaction’ for the dedication of the team and diligence of its members in providing superior service to customers, which earned the Land Department’s reputation both locally and regionally.

The Land Department is a member of many worldwide organisations, and is first department from the Gulf region to join global real estate representatives, as members and associations from the region. The Land Department solidified its achievements by obtaining the ISO Global Certificate 9001:2008 (Quality Management System) and ISO Global Certificate ISO 20000-1:2011 (Service management system requirements) and a certificate of environmental regulations and occupational health and safety.

Our Services:

Real Estate Registration

The land registry system documents and retains land rights, and is composed of four sub-systems operating under one umbrella: Registry, the initial registry, trust accounts, and prove the rights of property owners. The system aims to unify all systems and integration services within a single system, supported by the latest technology compatible with international standards.

Real Estate Regulation

The regulatory arm of the Land Department, where the department sets legislations to regulate the relationship between all contracting parties and to organises the exchange process of properties. The department provides many services to clients in Dubai extending to its role in planning, organising and evaluating operations related to real estate licenses, and the organisation and development of real estate activities, as well as a commitment to monitor projects financially and technically, in order to protect investors.

Real Estate Investment Management & Promotion Center

The investment arm that seeks to support national and international real estate investment companies, and develop the real estate investment environment and motivate traffic through the promotion of direct and long-term investments. Also plays an active role in promoting a stable and secure environment, while contributing to the building of a green economy to achieve sustainable development.

Dubai Rental Dispute Settlement Center

The new Rental Dispute Settlement Centre will employ new methods with flexible mechanisms characterized by speed and efficiency. They will facilitate greater accuracy, impartiality and transparency when dealing with settlement issues and matters relating to Dubai’s real estate market.

Dubai Real Estate Institute

The educational arm of the department that works to educate, train and raise awareness of the real estate market to investors, in order to increase their knowledge and raise the level of their performance. The Institute seeks to contribute to the development of the real estate sector and develop the skills of its workers in order to achieve sustainable development and raise awareness of the sector among all investors, owners and tenants, and to encourage citizens to increase their participation in real estate activities.

Real Estate Valuation

Responsible for licensing, accrediting and evaluating companies and individuals based in Dubai, through regulations that clearly define the roles and responsibilities of dealers, along with standards and principles to be followed in accordance with the highest international standards.

E-systems

The Land Department uses sophisticated electronic systems in its operations; managed by qualified national minds to apply the best real estate practices. The fully integrated systems serve clients through systems such as: "Ejari" and "Oqood" and "Simsari" and "Investment Map" and the latest system is "E-mart" the smart property market place.

Geographic Information System

The Geographic Information Systems (GIS) issues geographical maps, including: a map of real estate units that include shops, apartments and offices, villas map and a map of common spaces.
